Add “Remove Currency” Chip

We should be able to remove currency. From what I understand this isn’t in the game right now because of token gambling, however, token gambling still goes on, and they still find a way. So not only can we not remove currency if we actually need to, but the reason it’s not a thing is still possible and still happens. Probably the most common use for removing currency would be if an owner or mod was given a bunch of currency unfairly, it could be taken away. This especially goes for owners because, the only way to get rid of it for them is to delete the currency all together
