Add get code-point from character and get character from code-point

This would help people store more data in cloud variables while also benefiting the users by not having long loading times when using unoptimized storage.

  But the UTF-16 character range is larger and if you're trying to use it without this chip, you'll take up a lot of CPU and chips. Also, by using the UTF-16 range in our cloud variables we can improve how much data can fit in it.
