Private rooms should have a toggleable "Cheats on" option whenever you create one
it should be off by default and should give you owner perms
- you wouldn't be able to publish ANYTHING from the map
- you wouldn't be able to use ANY elements from the map in inventions
it would be a purely self-contained instance that could be infinitely modified.
you could also prevent people from viewing circuits or something

that is basically save invention perms right there
they used to have view circuits as a permission, but its removed
