In-game trust rankings
I feel like as a user that had played RecRoom for over a year now that had only one moderation report on my account have no way or believe theres no direct incentive to have users behave properly and that I don't believe vmod's and room staff's are completely unable to differentiate between habitual rule breakers and innocent game players.
If there was a score tied to your profile that the higher the score, the more likely that you've been a perfect RecRoom player. This score could be even pushed further to adding mini tags onto your profile such as Trusted User similar to VR Chat. If a user is able to see their own RecRoom direct reputation score, some users can be incentivized to avoid breaking the rules and potentially get perks in return, such as a reduced timeout durations, or a first time rule broken offense only being a tiny timeout or a heads up alert within 6 months. Then users who have a low enough score, such as many false RecRoom reports, many votekicks from room staff's or other users in rooms, etc can be pushed to be punished for a lengthier duration and users with a higher score, such as good detailed RecRoom reports that 'coach' has enforced, many cheers for using the 'feedback' tools in rooms, long play time and low report scores, can flex a reputation score and others on RecRoom who may want to get commissions can easily have another way to check how reputable a player is.
