Custom permissons

I am having this problem where I want someone to have a permission but I modify it then of course the permission get's modified but that's not what I am talking about here. I want to have a person with a certain permission without modifying the others I wanna be able to create new permissions is what I am saying for different people Kind of how you can create roles we cannot create permissions certain people will do certain things.

  Yeah, that's a good idea. And they could have custom icons!
