How do i get broadcast?

I am very interested in trying out broadcasting for my talkshow but i have no idea how to get it. My friend CombativeYT got it and he got a link. Can somebody please tell me?

  Unfortunately they're changing their network so public broadcast events are no longer available until the new network is established
